The Underpaid cover was rightly taxed for the double deficiency at 9 Piastres with three Lebanese 3P tax due stamp (Michel n 32). The addressee, however, turned out to have been transferred to Hamadan, Persia, so the taxation was canceled by blue crayon with a X on the tax due stamps. The envel...ope was then forwarded via OVERLAND MAIL to Baghdad from where it continue to the new destination. Apparently the taxation was not applied in Persia.
